Why cooperate on Chinese-Foreign Cooperative Education?
China has always encouraged its higher education institutions to cooperate with well-known overseas universities in establishing Chinese-Foreign cooperation education, and has successively issued relevant policies on promoting cooperation of this type.
In Feb. 2006, the Opinions of the Ministry of Education on Several Issues concerning Current Chinese-Foreign Cooperation in Running Schools were issued, indicating that joint cooperation with high-level foreign universities and universities with featured disciplines should be encouraged in areas that are urgently needed, less developed or currently blank in China, in close connection with the needs of national, local and regional economic development for various types of talents.
In Jan. 2025, the State Council issued the Outline of the Plan for Building a Strong Education Country (2024-2035), which encourages high-level foreign universities of science and technology to cooperate in joint education with Chinese universities in China.
China's overall plan for Chinese-Foreign cooperative education is already the most important part of the top-level construction of national education. Chinese-Foreign cooperative education is a sustainable and effective path for overseas universities to apply the development strategy of in-depth international cooperation with Chinese universities in the next 10 years.
In the cooperation between foreign and Chinese universities, sometimes the cooperation is forced to be suspended due to communication issues. The core reason is that both sides have insufficient understanding of the educational and cultural background of the other country, and cannot effectively respond to the needs of the other.
Also, when running an international program, at the stage of project application and operation, both Chinese and foreign universities will have to complete a lot of work that needs to comply with the requirements of the local educational evaluation system, and they lack enough personnel, time and professional team to complete it. When such issues are encountered, they cannot be effectively solved.

The Challenges of Foreign Universities
in International Cooperation
Many foreign universities with high-quality educational resources and advantages are not popular among many Chinese families and students. As these foreign universities are unable to penetrate deep into the Chinese market and effectively attract students. Students all want to go to the Top 100 foreign universities, but they can not match their own academic level with appropriate foreign universities.
When overseas universities cooperate with Chinese universities in programs like mutual credit-recognition projects, the compliance of students finally receiving their foreign degrees and the rights and students’ interests cannot be guaranteed due to the different requirements of the degree issuance and credit system of the two countries. For example, the credit transfer between the European ECTS system and the Chinese credit system in the early stage of program construction, might be a challenge for both universities.
